would have a horribly high min bid on adwords?

I think that It's not about the site,it's probably about the way you setup your adgroups.How many keywords and how many adgroups you have?

I'm trying to run site targeted content campaigns I can never get anything to trigger.

Sometimes I bid the sites up to ridiculously high bid prices just to see if something happens and I get nothing.

I'm not very familiar with placement campaigns,maybe You should try biding on CPM if your doing site targeted campaigns.
