I've been slapped by Google more than a week. I'm still trying to recover from it.
Now when I was slapped, I ordered a new domain, built a new site. I copied all content from the old site (make small changes in the content). I link individual pages off my Wordpress blog. Those pages send visitors to email submits offer. I advertise only in Google content network. No search network.
When I run ads to my new landing pages, this is what I discovered. In the first 1-2 hours, impressions is high and clicks come in. After that, impression stop. At first, I suspect it was due to me using those old keyword list. But now when I put in some new kws and run new ads, same thing happen.
Does my new domain get flagged again? Or does my Google account gets flag as well?
What should I do next?

Google views email submits to be like phishing. So that's Strike 1.
The domain was slapped "probably" because it was promoting something that Google did not like. By moving the content/intent to a new domain, you're effectively trying to fool the Google algorithm. That's Strike 2.
By now, if not before, your account has almost certainly been flagged. They may not ban you, but you can be certain that any new campaigns you run will be manually reviewed very quickly.
I can't speak definitively for Google, but I know 100% for sure that once YSM flags your account the flags stay there forever.

How many kws did you have in your new campaign?
I've been slapped many times before and it used to be that you could just grab a new domain, redo your campaign and be off and running in the same day.
During the last couple of slaps I noticed that this method did not work as well as it used to. My guess is that once you've been slapped your account is either put on a "watch list" for any unusual activity for a short period OR you trigger another manual review when uploading a large campaign.
If you had a small campaign, try waiting a week before uploading your new campaign. If it's a large campaign, try uploading just a handful of adgroups at a time throughout the day or days.
I can't speak definitively for Google, but I know 100% for sure that once YSM flags your account the flags stay there forever.
This wasn't the case in the past... can't say about now though.

I've about 10,000 kw spread between 10 adgroups for my new campaign.
It seems Google hasn't ban me, else my campaigns can't generate a few thousands impressions in a few hours. May be they have black listed my acc and put it to manual review.

Its your account. When google truly slaps a website they slap everything across the board, you need a new domain/site/account. Keywords & site content are fine though.
That will fix your problem. Sometimes the account is fine, my most valuable account had an editor manually slap it and the domain was totally out of commission, but the account still has killer account history for everything outside of that domains & those keywords.

What do I do now? Do I email Google to ask them if that's my account being flagged? I heard they don't tell........
Also, if that's my account. Do I get a new account to run my campaigns? How to go about getting a new account? Can I use my name again or do I have to use my wife's name? What about the credit card? Use a new one?
Can you guys share your experience of getting a new adwords account?

They won't tell you directly, just that your site has poor quality content or something which somehow justifies enormous minimum bids.
You can have multiple accounts just fine with the same name, credit card etc. Most affiliates myself included have a MCC account which allows you to have a bunch of adwords account under a "main" account. That way you can run test campaigns etc without affecting your other more successful campaigns. I'm not sure what the link is but its called an MCC account, might be worth creating one in order to make new accounts on a whim.

A word of advice - try to limit your contact with Google. Calling/emailing them about your account can and will lead to them finding *other* things in your account that you might not necessarily want them seeing.
You might not have to go through the hassle of getting a new account. Just try creating a new campaign first. But since you have so many kws I suggest uploading a little at a time.
But while you're at it.... break you adgroups down some more. That's way too many kws/adgroup for Google. Ideally you want to have less than 100 kws per adgroup, but I will generally go up to 300/adgroup.
And actually, since you are only going with content, you don't have to go so long tail with your kws. Try chopping down that kw list, tighten up your adgroups, then upload 500-1000 kws at a time every hour or two.
