is Yahoo look on Campaign Level or Group Level?

hey GUys,
I have question
I know when we start our campaign yahoo will run ton of traffic at beginning and then will give QS and if we got bad QS they will less shown our ads

and this QS is somehow determined by the CTR also
I just wondering how they look this CTR, is this at campaign level or group level?

let say I got bad CTR and QS already in few of my groups, and I want to upload new KW, is it better to make new group or make new campaign

if they look at at campaign level. then it maybe best for me to make totaly new campaign..and start fresh..

I'd do it in a new campaign.

I've found that even adding NEW adgroups to a campaign after it has started (e.g. after the first few days of big surge) results in low impressions for all those groups.

For that reason, I make sure EVERYTHING in AL adgroups are approved, before starting my campaigns.
