redo optimize ads?

whenever I go in and delete ads due to poor ctr, qs, etc i notice that the display percentage stays the same as when more ads were in the group. Do I need to go into campaign settings everytime I delete/add ads to turn optimize ads on?

Not quite sure what you are saying, but if you are saying what I think you are, then no, you don't need to turn optimize ads back on.

like if i had 4 ads in the adgroup, let's just say all 4 were being shown equally, so they all have a display rate of 25%, but one wasn't getting very good CTR, so I delete it, now there is only 3 ads and after a day or 2 it still just shows 25% display rate for the 3 of them

Because of the one you delete it is still saying that the others only have a display rate of 25% but over a couple days you will see the other 3 increase. Its like when you delete a keyword, just because it was delete it still had impressions which will still show if you look at your total number of impressions.
